En un entorno post-apocaliptico pues la Tierra fue devastada por un Virus desconocido que mató a 3/4 de la humanidad. Entre tanta desolación existe la Ciudadela. Un lugar idílico en la que todos viven felices y prosperan entre riquezas y lujo... más no todos tienen la misma suerte. Fuera de la Ciudadela, en las ruinas, la gente vive bajo penúrias intentando cobrar un pan para comer, pero hasta esto la Ciudadela, por sus impuestos, se lo quita. La mayoría le da la culpa al nuevo líder de la Ciudadela: . Un extraterrestre que únicamente se preocupa por lo que a él le interesa: ser el ser más influyente de la Tierra y vivir sin preocupación alguna. Las personas que viven en las ruinas quieren cambiar eso y para ello infiltran a Matthew y Kellan Wiggun para que consigan destruir el gobierno desde dentro, desde la propia Ciudadela... ¿lo conseguirán?
